What evaluators and USCIS require
USCIS needs a full English translation of any foreign-language document, with the translator's signed certification that it is complete and accurate and that they are competent to translate. A summary prepared by a translator is not acceptable. The rule does not list a notary, a license or a particular company. [3][4]
| Who asks | What they require | Source |
|---|---|---|
| WES (credential evaluation) | Exact, word-for-word translations completed by a professional translator; WES cannot accept handwritten translations, translations of photocopies, translations by the applicant or incomplete translations | WES [1] |
| ECE (credential evaluation) | An English translation of documents not in English, unless you buy ECE's Translation Waiver ($85, not for NABP orders); you may prepare the translation yourself if it is word-for-word and in the same format | ECE [2] |
| USCIS: any foreign-language document | A full English translation with the translator's certification of accuracy and competence; a summary is not acceptable | 8 CFR 103.2(b)(3); Policy Manual Vol. 1 [3][4] |
Notarization: USCIS rules do not list it. Add it only if the office receiving your documents asks for it.

Before you order for a WES evaluation
WES asks that translators work from official documents, because unofficial documents or student copies might not match the official versions. It recommends asking your school for two sets of documents: one to send to WES and one for the translation service. WES also lists translations of photocopies among the translations it cannot accept, so check your WES required-documents list for how your translation must be prepared. [1] We translate from the scan or photo you upload. If your evaluation is with WES, confirm with WES whether a translation made from a scan of your official document meets its requirements before you order, or call us at 929-229-0044 to discuss your case.
If your evaluation is with ECE instead, ECE accepts word-for-word translations in the same format as the original, or offers its own Translation Waiver. [2]
Why every course and grade matters
WES says its evaluators need to read all translated course titles and grades, as well as information about the institution and the applicant. That is why transcripts are translated line by line, never summarized. [1]
